No, The One Above All is definitely more powerful than Hulk. While Hulk's strength and anger are limitless The One Above All is Omnipotent. You can't beat an omnipotent being.
Nobody can. He's God in the literal, capital letter sense. He created the universe and everything in it and exists above everyone else.
